DX Over IP (BLOS) Effort

This is a sole-source solicitation from the Naval Air Systems Command (NAVAIR) to Northrop Grumman Corporation (NGC) for non-recurring efforts related to a "DX Over IP (BLOS) Effort." The contract type will be Cost Plus-Fixed Fee (CPFF). Since it's a sole-source negotiation, there isn't a competitive bidding process described for winning it.
