Connecticut buys through a central state purchasing office, and its cities, counties and school districts buy on their own as well. To sell to the state you register once as a vendor, then watch for solicitations in your commodity codes and respond by the deadline. This page covers the state registration steps, where bids are posted and the programs that help small businesses, with links to the official pages.

How to register as a Connecticut vendor

  1. Gather your TIN (FEIN or SSN), business type, main contact email and the UNSPSC codes for what you sell.
  2. Open the CTsource Supplier Registration and accept the General Disclaimer.
  3. Enter organization information exactly as registered with the IRS (register any DBA separately as a Branch).
  4. Enter the main contact, who receives all UNSPSC notices and manages users, and create login credentials.
  5. Select UNSPSC commodity/service codes and submit; this soft registration lets you view and respond to solicitations right away.
  6. Complete full registration by logging in and uploading the IRS W-9, affidavits and insurance certificates; you must be fully registered before any contract award.

Registration gets you on the state's list, but it rarely sends you every relevant bid. Many agencies, and most local governments, post on their own portals. A free BidsNexus alert watches the state portal and Connecticut's local agencies for you and emails the matches each morning.

Small business and certification programs

Federal set-asides work differently from state programs; see our guide to small business set-asides.

Cities, counties and school districts

CTsource runs on WebProcure, and registered suppliers also get solicitation notices from other public sector buyers that use WebProcure and can self-register with them from the same account.

Local bids are where most small businesses win their first contracts: smaller dollar values, shorter responses and less competition from national firms. BidsNexus collects them into one list, so you can browse every open Connecticut bid in one place.

Tips specific to Connecticut

  • You get automatic bid emails only for the UNSPSC codes you select, and they go to the main contact's email address.
  • Before award you will need to add insurance certificates, the Connecticut Economic Impact Form, statutory affidavits and the Executive Order 13G declaration under Account Management in CTsource.
  • If the system says your FEIN already exists, your organization is already registered; WebProcure support (1-866-889-8533) can add you to the existing account.
  • DAS Procurement: 860-713-5095 or das.ctsource@ct.gov.
