Florida buys through a central state purchasing office, and its cities, counties and school districts buy on their own as well. To sell to the state you register once as a vendor, then watch for solicitations in your commodity codes and respond by the deadline. This page covers the state registration steps, where bids are posted and the programs that help small businesses, with links to the official pages.

How to register as a Florida vendor

  1. Register your business with the Florida Department of State, Division of Corporations, at www.sunbiz.org.
  2. Create a vendor account in the MFMP Vendor Information Portal (VIP) with your company name, federal tax ID, tax filing name, business location, commodities and services offered, and certified business enterprise status.
  3. Choose UNSPSC commodity codes at the class or commodity level that fit your business (for example 25101500, Motor Vehicles).
  4. Opt in to the free email notices of business opportunities based on your chosen codes.
  5. Search opportunities in VIP (formal procurements of $35,000 or more) and on the Ariba Business Network (informal RFQs under $35,000 or quotes under state term contracts), then submit responses in the required format and timeline.

Registration gets you on the state's list, but it rarely sends you every relevant bid. Many agencies, and most local governments, post on their own portals. A free BidsNexus alert watches the state portal and Florida's local agencies for you and emails the matches each morning.

Small business and certification programs

Federal set-asides work differently from state programs; see our guide to small business set-asides.

Cities, counties and school districts

OSD states that state agencies, state universities and local government entities use the VIP directory to find state-certified businesses; separate city and county bid portals were not confirmed from state sources.

Local bids are where most small businesses win their first contracts: smaller dollar values, shorter responses and less competition from national firms. BidsNexus collects them into one list, so you can browse every open Florida bid in one place.

Tips specific to Florida

  • Solicitation notices and invitations are driven by the commodity codes in your VIP profile, and MFMP requires codes at the class or commodity level, so review them regularly.
  • Budget for the MFMP transaction fee; fee reports (Form PUR3776) are due by the 15th of the month after payment, and vendors on enterprise-wide agreements must file monthly even with $0 in payments.
  • Vendors on DMS state term contracts must submit a Quarterly Sales Report in VIP.
  • MFMP vendor help: 866-352-3776 or VendorHelp@myfloridamarketplace.com.
