How to register as a Idaho vendor

  1. Go to the State Controller's Office website (www.sco.idaho.gov), click Sign In under Online Applications, and choose IPRO - Powered by Luma (the Division of Purchasing's Bid Opportunities link opens the same portal).
  2. Click Register as a Supplier and enter a user name (case sensitive; the state suggests your email in lowercase), a password of at least 14 characters, contact details and company name.
  3. Enter your Tax ID type and Tax ID and attach a W-9 signed and dated within the previous 90 days, then enter mailing and remit-to addresses and accept the terms and conditions.
  4. Add commodity codes by keyword search; they are required and drive bid notification emails.
  5. Submit; the supplier record then goes through the state's validation process and you get an email when it is validated, after which you can respond to sourcing events.

Tips specific to Idaho

  • Check the Open and Future Solicitations table; solicitations can appear there weeks or months before the sourcing event opens in IPRO.
  • Statewide Blanket Purchase Orders carry a 1.25% administrative fee on orders, which must be built into your bid price unless the solicitation exempts it.
  • Idaho applies a reciprocal preference under Idaho Code 67-2349, so out-of-state bidders may be affected by their home state's preferences.
  • IPRO uses its own clock for deadlines and late submissions are never accepted; you must be registered in the Supplier Portal before you can respond to sourcing events.
