How to register as a Illinois vendor

  1. Register the business with the Illinois Secretary of State as a legal entity in good standing.
  2. Register with the Illinois State Board of Elections if aggregate bids or contracts will exceed $50,000 a year.
  3. Obtain an Illinois Department of Human Rights eligibility number by filing the Employer Report Form (PC-1).
  4. Register in the Illinois Procurement Gateway (ipg.illinois.gov) and submit the Active Registered Vendor Disclosure form.

Small business and certification programs

  • Business Enterprise Program (BEP): For minority-, women-, and disability-owned businesses; the state goal is 30% of state contracts to qualified BEP businesses.
  • Veterans Business Program (VBP): Assists veteran-owned and service-disabled veteran-owned businesses.
  • Small Business Set-Aside Program (SBSP): Independently owned businesses under size limits (for example wholesale up to $13 million and retail up to $8 million in annual sales) apply through IPG; agencies set aside purchases under $100,000 and 600+ designated categories for them.

Cities, counties and school districts

Units of local government and qualified not-for-profit agencies can buy from state joint purchase master contracts under the Unified Procurement Program without registering, as long as they meet the Governmental Joint Purchasing Act definition. The official pages checked do not name a shared portal that local governments use for their own solicitations.
