Indiana buys through a central state purchasing office, and its cities, counties and school districts buy on their own as well. To sell to the state you register once as a vendor, then watch for solicitations in your commodity codes and respond by the deadline. This page covers the state registration steps, where bids are posted and the programs that help small businesses, with links to the official pages.
How to register as a Indiana vendor
- Check the Registered Bidders List to see whether the company is already registered.
- Complete the online Bidder Registration Application (in.accessgov.com) using the Bidder Registration Guide, adding UNSPSC codes for the goods and services offered.
- Create an Access Indiana account using the same primary contact email as the bidder profile.
- Sign into the Supplier Portal after 6:30 AM Indianapolis time the next business day (same-day sign-in does not work).
- Open the Bidding Opportunities tile, choose an Invited or Public event, view the bid package, then accept the invitation and submit the bid before the Event End Date.
Registration gets you on the state's list, but it rarely sends you every relevant bid. Many agencies, and most local governments, post on their own portals. A free BidsNexus alert watches the state portal and Indiana's local agencies for you and emails the matches each morning.
Small business and certification programs
- Minority and Women's Business Enterprises (MBE/WBE), Division of Supplier Diversity: IDOA promotes, monitors and enforces certification standards for minority and women's business enterprises used for state contract participation goals.
- Indiana Veteran Owned Small Business (IVOSB): IDOA has a goal to procure at least 3 percent of state contracts with Indiana veteran-owned small businesses.
- Buy Indiana: Initiative aiming to spend $0.90 of each state purchasing dollar with Indiana companies.
Federal set-asides work differently from state programs; see our guide to small business set-asides.
Cities, counties and school districts
Some IDOA Quantity Purchase Agreements are marked as available to political subdivisions such as cities and towns; outside entities that want QPA pricing contact the vendor directly. The official pages checked do not name a shared local bidding portal.
Local bids are where most small businesses win their first contracts: smaller dollar values, shorter responses and less competition from national firms. BidsNexus collects them into one list, so you can browse every open Indiana bid in one place.
Tips specific to Indiana
- Start bidder registration at least 10 business days before a proposal due date.
- The bidder profile email must match the Access Indiana account email, or Supplier Portal access fails.
- Individual bid attachments must not exceed 10 MB, and bids cannot be edited after the Event End Date.
- For purchases under $75,000, contact the agency's head procurement agent directly.
