Iowa buys through a central state purchasing office, and its cities, counties and school districts buy on their own as well. To sell to the state you register once as a vendor, then watch for solicitations in your commodity codes and respond by the deadline. This page covers the state registration steps, where bids are posted and the programs that help small businesses, with links to the official pages.
How to register as a Iowa vendor
- Register the business with the Iowa Secretary of State (required for all vendors doing business with the state).
- Create a new supplier account in IMPACS through the DAS vendor registration page.
- Log into the IMPACS vendor portal and complete the vendor registration.
- Register under the IMPACS commodity codes that match your goods and services to receive bid notifications by email.
- Check the DAS Bidding Opportunities page regularly and respond to bids online in IMPACS.
- If awarded, submit a completed W-9 form and, optionally, an EFT Authorization Form for payment.
Registration gets you on the state's list, but it rarely sends you every relevant bid. Many agencies, and most local governments, post on their own portals. A free BidsNexus alert watches the state portal and Iowa's local agencies for you and emails the matches each morning.
Small business and certification programs
- Targeted Small Business (TSB) Program: Certified by the Iowa Economic Development Authority for Iowa for-profit businesses at least 51 percent owned, operated and managed by a woman, a person with minority status, a service-disabled veteran, or a person with a disability, with under $4 million in average gross income over three years.
Federal set-asides work differently from state programs; see our guide to small business set-asides.
Cities, counties and school districts
Through the Iowa Cooperative Purchasing Program, cities, counties, school districts, higher education institutions and other public entities can buy from Master Agreements awarded by DAS Central Procurement. Some state bodies, such as the Iowa DOT and the three regents universities, post their own bids on separate sites linked from the DAS page.
Local bids are where most small businesses win their first contracts: smaller dollar values, shorter responses and less competition from national firms. BidsNexus collects them into one list, so you can browse every open Iowa bid in one place.
