Louisiana buys through a central state purchasing office, and its cities, counties and school districts buy on their own as well. To sell to the state you register once as a vendor, then watch for solicitations in your commodity codes and respond by the deadline. This page covers the state registration steps, where bids are posted and the programs that help small businesses, with links to the official pages.

Procurements of $25,000 or more are also advertised in The Advocate and a local parish newspaper.

How to register as a Louisiana vendor

  1. Self-register online in the LaGov vendor portal (https://lagoverpvendor.doa.louisiana.gov/irj/portal/anonymous?guest_user=self_reg).
  2. Select the UNSPSC commodity codes for your goods and services; these codes drive the email bid notifications.
  3. Receive automatic email notices of solicitations and addenda posted to LaPAC in your selected commodity classes, and search LaPAC for open bids.
  4. Submit a Federal W-9 form before receiving an award when OSP asks for it.
  5. If an award exceeds $25,000 and the business is a corporation or LLC, register with the Louisiana Secretary of State.

Registration gets you on the state's list, but it rarely sends you every relevant bid. Many agencies, and most local governments, post on their own portals. A free BidsNexus alert watches the state portal and Louisiana's local agencies for you and emails the matches each morning.

Small business and certification programs

Federal set-asides work differently from state programs; see our guide to small business set-asides.

Cities, counties and school districts

Other public procurement units can buy from OSP contracts after filing a State Contract Questionnaire, and vendors may opt out of cooperative use when bidding. LaPAC carries bid opportunities from state and local agencies, but many agencies and universities keep their own vendor lists, so vendors should contact them directly.

Local bids are where most small businesses win their first contracts: smaller dollar values, shorter responses and less competition from national firms. BidsNexus collects them into one list, so you can browse every open Louisiana bid in one place.

Tips specific to Louisiana

  • If you are not receiving bid notices, check that you chose the right commodity class and email address; the commodity class drives the bid list.
  • Common rejection reasons include missing signatures or prices, late submission, emailed bids, and taking exceptions to standard terms.
  • Registering in LaGov is separate from Louisiana Economic Development small entrepreneurship certification; certified firms still need to enroll in LaGov.
  • Statewide contracts usually carry an administrative fee or rebate of 1% or more.
