Maine buys through a central state purchasing office, and its cities, counties and school districts buy on their own as well. To sell to the state you register once as a vendor, then watch for solicitations in your commodity codes and respond by the deadline. This page covers the state registration steps, where bids are posted and the programs that help small businesses, with links to the official pages.

How to register as a Maine vendor

  1. Register in the Vendor Self-Service System (VSS) using the registration and user guide on the VSS webpage, and identify the commodities or services your company provides.
  2. Complete the Vendor Activation / Change Form (State of Maine Substitute W9) from the Office of the State Controller forms page.
  3. Obtain an active VSS user ID and password, which is required to submit questions and respond to solicitations.
  4. Receive email notices of new RFQs, RFPs, RFAs, RFIs and PQVLs, plus amendments, cancellations and awards, and respond in VSS.
  5. Have an active Vendor Code (VC or VS) in order to contract with the department.

Registration gets you on the state's list, but it rarely sends you every relevant bid. Many agencies, and most local governments, post on their own portals. A free BidsNexus alert watches the state portal and Maine's local agencies for you and emails the matches each morning.

Small business and certification programs

Federal set-asides work differently from state programs; see our guide to small business set-asides.

Cities, counties and school districts

Municipalities, political subdivisions and school districts can buy from many state contracts through the vendors; a Y in the Municipalities column of the Master Agreements list shows which ones. The state considers a bidder's willingness to extend pricing to these entities when making awards.

Local bids are where most small businesses win their first contracts: smaller dollar values, shorter responses and less competition from national firms. BidsNexus collects them into one list, so you can browse every open Maine bid in one place.

Tips specific to Maine

  • Offering state contract pricing to Maine municipalities and school districts is considered in award decisions.
  • RFPs generally cover services and RFQs cover goods; other types include Pre-Qualified Vendor Lists (PQVLs) and Willing and Qualified Vendor Agreements.
  • Maine has a reciprocal preference law; the state points vendors to the NASPO State Preference Repository to check how it applies to their home state.
  • VSS Help Desk: 207-624-7889 or VSS.helpdesk@maine.gov; solicitation questions: 207-624-7340.
