Michigan buys through a central state purchasing office, and its cities, counties and school districts buy on their own as well. To sell to the state you register once as a vendor, then watch for solicitations in your commodity codes and respond by the deadline. How to register as a Michigan vendor
- Register for a free SIGMA VSS account; an account is required to bid on open solicitations.
- Add the commodity codes for your goods and services (use DTMB's Commodity Code Lookup page); commodity codes plus email addresses are the only way to get state bid notifications.
- Add business types to the profile, which is how vendors become eligible for programs such as MiSC.
- Respond to solicitations in SIGMA VSS and keep the profile updated when anything about the company changes.

Small business and certification programs
- Michigan Supplier Community (MiSC): Free for Michigan-based small businesses (under 500 employees and $25M revenue), CROs, veteran or service-disabled veteran-owned businesses, and geographically disadvantaged businesses; agencies can get three quotes and buy directly from MiSC vendors for select purchases up to $500,000.
- Service-Disabled Veteran-Owned Business (SDVOB) Preference: Businesses 51% or more owned by service-disabled veterans get up to a 10% pricing preference, claimed in the bid response with DD214, disability, and ownership documents; the state does not pre-certify.

Cities, counties and school districts
Michigan schools and other local governments also use SIGMA VSS for bids. Through MiDEAL, cities, townships, villages, counties, school districts, universities, colleges and nonprofit hospitals can buy from about 500 state contracts; vendors take part only by holding a state contract.
