Missouri buys through a central state purchasing office, and its cities, counties and school districts buy on their own as well. To sell to the state you register once as a vendor, then watch for solicitations in your commodity codes and respond by the deadline. This page covers the state registration steps, where bids are posted and the programs that help small businesses, with links to the official pages.
How to register as a Missouri vendor
- Register the business name with the Missouri Secretary of State if needed (linked from the Division of Purchasing vendor page).
- Register in MissouriBUYS through the Self-Service Supplier Registration Portal; all state suppliers must be registered in the new MissouriBUYS powered by MOVERS, which opened in May 2024.
- Select commodity/service codes so MissouriBUYS emails you matching bid opportunities.
- Monitor the MissouriBUYS Bid Board, download full solicitation documents, and submit bids electronically before the stated end date and time.
- Follow up through the Awarded Bid and Contract Document Search on the Purchasing website to see awards, prices and evaluation reports.
Registration gets you on the state's list, but it rarely sends you every relevant bid. Many agencies, and most local governments, post on their own portals. A free BidsNexus alert watches the state portal and Missouri's local agencies for you and emails the matches each morning.
Small business and certification programs
- Minority and Women Business Enterprise (MBE/WBE) certification, Office of Equal Opportunity: OEO certifies MBEs and WBEs, and bids proposing qualified Missouri-certified MBE/WBE participation receive evaluation scoring consideration.
- Service-Disabled Veteran Enterprise (SDVE) certification: Missouri-based for-profit businesses at least 51% owned and controlled by service-disabled veterans qualify; the state has a 3% SDVE contracting goal and gives a 3 bonus point preference on bids.
Federal set-asides work differently from state programs; see our guide to small business set-asides.
Cities, counties and school districts
Through the Division of Purchasing's Cooperative Procurement Program, eligible local governments, political subdivisions and quasi-public governmental bodies can join and buy from state contracts. The official pages checked do not name a shared local bidding portal.
Local bids are where most small businesses win their first contracts: smaller dollar values, shorter responses and less competition from national firms. BidsNexus collects them into one list, so you can browse every open Missouri bid in one place.
