New York buys through a central state purchasing office, and its cities, counties and school districts buy on their own as well. To sell to the state you register once as a vendor, then watch for solicitations in your commodity codes and respond by the deadline. This page covers the state registration steps, where bids are posted and the programs that help small businesses, with links to the official pages.

How to register as a New York vendor

  1. Create a free account on the New York State Contract Reporter, where all state government bid opportunities are posted, and sign up for email notices of opportunities that fit your business.
  2. Check the OGS Procurement Services Bid Calendar for OGS centralized contract solicitations.
  3. Enter and certify your Vendor Responsibility Questionnaire in the Office of the State Comptroller's VendRep System; a questionnaire is current if certified within six months of the agency's due date.
  4. Before a contract is awarded, obtain a Vendor Identification number in the OSC Vendor File.
  5. If eligible, apply for MWBE or SDVOB certification to take part in the state's diversity contracting programs.

Registration gets you on the state's list, but it rarely sends you every relevant bid. Many agencies, and most local governments, post on their own portals. A free BidsNexus alert watches the state portal and New York's local agencies for you and emails the matches each morning.

Small business and certification programs

Federal set-asides work differently from state programs; see our guide to small business set-asides.

Cities, counties and school districts

OGS centralized contracts can be used by authorized users that include local governments, school districts, colleges and universities and qualifying nonprofits, so an OGS award can reach local buyers without a separate bid.

Local bids are where most small businesses win their first contracts: smaller dollar values, shorter responses and less competition from national firms. BidsNexus collects them into one list, so you can browse every open New York bid in one place.
