Ohio buys through a central state purchasing office, and its cities, counties and school districts buy on their own as well. To sell to the state you register once as a vendor, then watch for solicitations in your commodity codes and respond by the deadline. How to register as a Ohio vendor
- Create an OHID account at ohid.ohio.gov.
- With your OHID, go to ohiobuys.ohio.gov and register as a bidder in OhioBuys; registration is required to bid on State of Ohio opportunities.
- Enter your business contacts and commodity codes (Ohio uses UNSPSC codes) so you get email notices when matching solicitations are created; the OhioBuys Bidder and Supplier Learner Guide has step-by-step instructions.
- Find opportunities on the OhioBuys View Public Solicitations page and filter for your goods or services.
- Submit your response to public solicitations inside OhioBuys.

Small business and certification programs
- Minority Business Enterprise (MBE) Program: For businesses at least 51% owned by Ohio-resident U.S. citizens who are members of listed minority groups and in business at least one year; certified firms can compete for 15% of state agencies' spending in a sheltered bidding process.
- Encouraging Diversity, Growth and Equity (EDGE) Program: For Ohio-resident owners who are socially and economically disadvantaged (or economically disadvantaged in a qualified census tract), in business at least one year; state agencies and universities must meet annual EDGE spending goals.
- Women-owned Business Enterprise (WBE) Program: A Department of Development certification for women-owned businesses selling to the state; linked from the DAS Selling to the State page.
- Veteran-Friendly Business Enterprise (VFBE) Procurement Program: For businesses with at least 10% veteran or active-service employees, or at least 51% veteran ownership; certified firms can bid up to 5% higher (or score up to 5% lower) and still win.

Cities, counties and school districts
Counties, townships, municipalities, school districts and other political subdivisions can join the free DAS Cooperative Purchasing Program (over 2,800 members) and buy directly from State of Ohio contracts, so a state contract can also bring local sales.
