Oregon buys through a central state purchasing office, and its cities, counties and school districts buy on their own as well. To sell to the state you register once as a vendor, then watch for solicitations in your commodity codes and respond by the deadline. How to register as a Oregon vendor

  1. Go to oregonbuys.gov and click the blue Register button at the top right.
  2. Enter your Tax ID (EIN or SSN), company name and an email address you can access during registration.
  3. On the Company Information tab, confirm your company name, the company email where bid opportunity notifications will be sent, and tax ID, and set up the administrative user (name, email, phone, user ID and password).
  4. On the Commodity/Service Codes tab, add the NIGP codes for the goods and services you sell.
  5. Review the Summary tab and click Submit Registration; a validation email is sent to the address you entered.

Registration gets you on the state's list, but it rarely sends you every relevant bid. Many agencies, and most local governments, post on their own portals. A free BidsNexus alert watches the state portal and Oregon's local agencies for you and emails the matches each morning.

Small business and certification programs

  • COBID certifications (MBE, WBE, VBE, ESB, DBE, ACDBE): Business Oregon's Certification Office for Business Inclusion and Diversity certifies minority, women, veteran and service-disabled veteran owned firms and Emerging Small Businesses (Oregon-based small firms, limited to 12 years) for state, county, city and special district contracting.
  • COBID provisions in the Oregon Procurement Manual: Agencies may limit competition for contracts of $50,000 or less to COBID-certified firms, may direct-award small procurements under $25,000 to them, and should use OregonBuys to invite them to solicitations over $10,000 up to $150,000.

Cities, counties and school districts

Local governments that join the Oregon Cooperative Procurement Program (OrCPP) can process procurements in OregonBuys and buy from statewide price agreements, so one OregonBuys registration covers many local buyers as well as the state.

Tips specific to Oregon

  • NIGP codes do not guarantee a notice: agencies filter vendors by codes before sending invitations, so also watch and follow specific bids yourself.
