How to register as a Rhode Island vendor

  1. Go to the OSP Vendor Registration page on the Division of Purchases website and self-register your organization.
  2. Select the Commodity Codes for the goods or services you provide; you can pick as many as you want and add more later.
  3. Watch for system-generated bid notification emails from oceanstateprocures@proactis.com when a solicitation matches your Commodity Codes.
  4. Log into OSP to search the Bid Board, download documents and submit responses; set the Bid Board filter to active to see all open solicitations.
  5. For registration help, call the OSP help desk at 1-866-889-8533 (8 am to 8 pm) or email suppliersupport@proactisservicedesk.com.

Small business and certification programs

  • Small Business Enterprise participation (MBE, WBE, disability-owned): Businesses certified as MBE or WBE by the Office of Diversity, Equity and Opportunity, or as disability-owned by the Governor's Commission on Disabilities, count toward a 10% utilization goal on RFQs and up to 6 of 106 evaluation points on RFPs.
  • Veteran Business Enterprise (VBE): Small businesses at least 51% owned and controlled by veterans, certified by ODEO's Minority Business Enterprise Compliance Office, count toward a 3% utilization rate on state purchases.

Cities, counties and school districts

Municipalities, school districts, quasi-public agencies and the state colleges (URI, RIC, CCRI) post their own solicitations on the RIVIP External Solicitations search (https://purchasing.ri.gov/bidding/externalbidsearch.aspx); the Division of Purchases does not track the status of those bids, so contact the posting entity directly.
