Tennessee buys through a central state purchasing office, and its cities, counties and school districts buy on their own as well. To sell to the state you register once as a vendor, then watch for solicitations in your commodity codes and respond by the deadline. How to register as a Tennessee vendor
- Gather a complete W-9 with a hand signature (electronic signatures are not accepted), a completed SDDA direct deposit access form, remittance address documentation if needed, and your TIN/EIN or SSN.
- Register with the Tennessee Department of Revenue for sales and use tax, as the CPO requires of registered suppliers.
- Complete the supplier registration in Edison and select every UNSPSC commodity code that applies so you get email notices of posted events; save the 10-digit Registration ID emailed to you.
- Wait 7 to 10 business days for approval, when a separate 10-digit Supplier ID is emailed to you.
- Use the Supplier ID and your TIN to create a User/Access ID (formatted TN@...) on the Supplier Portal, then view Bidding Opportunities and use Bid on Event to respond.
- Log in to review and update your information every 90 days; passwords also expire every 90 days.

- Governor's Office of Business Initiatives and Development (GO-BID) certification: Free online certification (at TN.dbesystem.com) for small businesses and businesses owned by minorities, women, service-disabled veterans or persons with disabilities; gives bid notifications, a listing in the certified business directory, and a streamlined reciprocal application for firms already certified by a qualifying agency.

The CPO publishes which Tennessee statewide contracts are available for local government use, and its Local Units of Government section points local buyers to the statewide contract listing, TN SmartShop and cooperative contracts; the portals individual cities and counties use for their own bids were not confirmed.
