Utah buys through a central state purchasing office, and its cities, counties and school districts buy on their own as well. To sell to the state you register once as a vendor, then watch for solicitations in your commodity codes and respond by the deadline. How to register as a Utah vendor

  1. Register as a vendor on U3P (the State's Bonfire portal); registration is required to submit responses online.
  2. During registration, select the product and service categories that match your business so you receive automatic email notices of matching sourcing events.
  3. Optionally add NAICS codes to be visible to other Bonfire customers outside U3P.
  4. Review each sourcing event's instructions and submit your response in U3P before the closing time; late bids and proposals are not accepted.
  5. For help, email Bonfire Vendor Support at support@gobonfire.com (say you are registering under the State of Utah) or the U3P Admin Team at U3PAdmin@utah.gov.

Cities, counties and school districts

Many cities, counties, K-12 districts and higher education institutions post solicitations in the same U3P system, and state cooperative contracts may be used by all Utah public entities and nonprofits; confirm with each entity's procurement office whether it uses U3P.

Tips specific to Utah

  • U3P moved from Jaggaer to Bonfire, with migration completed April 30, 2025; older guides that mention Jaggaer are out of date.
  • State agencies can make purchases under $10,000 without the Division, so contact agencies directly for small purchases not on a cooperative contract.
  • The Division keeps no approved vendor list for statewide contracts; watch for re-solicitation, which usually happens three to four months before a contract portfolio expires.
  • Highway work is bought by UDOT and major building projects by DFCM, not the Division of Purchasing.
