Virginia buys through a central state purchasing office, and its cities, counties and school districts buy on their own as well. To sell to the state you register once as a vendor, then watch for solicitations in your commodity codes and respond by the deadline. This page covers the state registration steps, where bids are posted and the programs that help small businesses, with links to the official pages.

How to register as a Virginia vendor

  1. On eva.virginia.gov click Register Now, then Supplier Registration, and complete all required fields.
  2. Select at least one NIGP commodity code for the goods or services you sell and answer Yes to be matched to business opportunities.
  3. Enter your tax address, read and accept the eVA Memorandum of Agreement, and click Register.
  4. Follow the emailed instructions to confirm your identity and set your password.
  5. Log in, go to Company Profile, Documents and Certs, and upload a signed and dated Commonwealth of Virginia Substitute W-9; registration is not complete until it is received.

Registration gets you on the state's list, but it rarely sends you every relevant bid. Many agencies, and most local governments, post on their own portals. A free BidsNexus alert watches the state portal and Virginia's local agencies for you and emails the matches each morning.

Small business and certification programs

Federal set-asides work differently from state programs; see our guide to small business set-asides.

Cities, counties and school districts

eVA is offered free to Virginia local governments and public bodies, with regional Local Government Account Executives, so many localities issue sourcing events and orders through the same eVA system; when a local government orders from an eVA-registered vendor, the transaction fee is usually collected from that vendor.

Local bids are where most small businesses win their first contracts: smaller dollar values, shorter responses and less competition from national firms. BidsNexus collects them into one list, so you can browse every open Virginia bid in one place.

Tips specific to Virginia

  • Select Yes during registration to be matched to business opportunities for your commodity codes; this is how you get notices.
  • The W-9 must carry a handwritten, Adobe or DocuSign signature and a date.
  • Budget for the eVA transaction fee on each order you receive when pricing bids.
