How to register as a West Virginia vendor

  1. Create a company registration profile in the wvOASIS Vendor Self-Service portal (or submit forms WV-1/WV-1A).
  2. Disclose your legal name, physical address, phone number, active federal tax ID and, if available, a Dun and Bradstreet number.
  3. Choose the commodities and services you offer so you receive solicitation notices by email.
  4. Pay the $125 annual fee in VSS (via the renew vendor registration fees link) if you will receive purchase orders over $5,000 in aggregate in a fiscal year.
  5. Search active solicitations under View Published Solicitations in wvOASIS and download the attachments for full requirements.

Small business and certification programs

  • SWAM (Small, Women- and Minority-owned) certification: Applied for on the WV-1/WV-1A registration forms by firms at least 51% owned by minorities or women, or with 250 or fewer employees or average gross receipts of $10 million or less; valid two years and recognized by other states to help West Virginia firms compete out of state.
  • Resident vendor and resident veteran preferences (W. Va. Code 5A-3-37): West Virginia vendors can request up to two 2.5% evaluation preferences, and qualifying resident veterans a 3.5% preference, by filing a certificate of application with the bid; they apply to the cost portion only.
