Wyoming buys through a central state purchasing office, and its cities, counties and school districts buy on their own as well. To sell to the state you register once as a vendor, then watch for solicitations in your commodity codes and respond by the deadline. This page covers the state registration steps, where bids are posted and the programs that help small businesses, with links to the official pages.

How to register as a Wyoming vendor

  1. Register with Public Purchase, the e-procurement service A&I uses to distribute and receive bids; registration is free and takes a few minutes.
  2. Allow up to 24 hours for the new account to become active.
  3. Choose the classification codes for your goods and services so Public Purchase notifies you of matching A&I bids.
  4. Make sure you are authorized to transact business through the Wyoming Secretary of State, and register with the Department of Workforce Services Unemployment Insurance division if you set up operations in Wyoming.
  5. Upload your complete response in Public Purchase before 2:00:00 p.m. on the due date; incomplete uploads are locked out and deemed non-responsive.

Registration gets you on the state's list, but it rarely sends you every relevant bid. Many agencies, and most local governments, post on their own portals. A free BidsNexus alert watches the state portal and Wyoming's local agencies for you and emails the matches each morning.

Small business and certification programs

  • Wyoming resident preference (Certificate of Residency): Wyoming-based contractors, suppliers and service providers certified by the Department of Workforce Services, Labor Standards, get a 5% bid preference over out-of-state bidders on public projects; preferences are not applied when federal funds are involved.

Federal set-asides work differently from state programs; see our guide to small business set-asides.

Cities, counties and school districts

The resident certification covers goods and services provided to state or local public entities; which bid portals individual Wyoming cities, counties and school districts use was not confirmed on the official pages checked.

Local bids are where most small businesses win their first contracts: smaller dollar values, shorter responses and less competition from national firms. BidsNexus collects them into one list, so you can browse every open Wyoming bid in one place.

Tips specific to Wyoming

  • Notification is not guaranteed: bidders must monitor Public Purchase and check it for answers to questions, addenda, intent to award notices and bid tabulations.
  • Agencies can buy under $15,000 without formal bidding; competitive sealed bids are required above that amount.
  • A&I also offers email bid notifications through GovDelivery (https://public.govdelivery.com/accounts/WYAI/subscriber/new).
  • Make appointments before visiting buyers, since most staff telework.
